RESPEC has served as the primary engineering and environmental consultant for WM’s Grand Central Sanitary Landfill (GCSL) in Pen Argyl, Pennsylvania for three (3) decades. GCSL is an active municipal solid waste landfill which accepts a maximum 2,750 tons per day. Environmental monitoring tasks include quarterly on-site groundwater, surface water, and wastewater monitoring and reporting; stormwater sampling; annual macro-invertebrate monitoring; annual water quality and potentiometric data reporting; and annual landfill gas sampling / characterization for SDS development.

The quarterly groundwater, surface water and wastewater monitoring and reporting is completed in accordance with the facility’s Sampling and Analysis Plans (also prepared and updated by RESPEC) to comply with state solid waste regulatory requirements. The quarterly monitoring includes sampling of 19 groundwater wells, 10 surface water / stream locations, 8 leachate detection zone monitoring points, and one combined wastewater collection point. Additionally, RESPEC has completed detailed environmental data analysis and prepared required quarterly, semi-annual and annual environmental monitoring reports in accordance with the facility’s state solid waste regulatory requirements. Serving as a liaison between WM and the state regulatory agencies, RESPEC has provided third-party verification that the environmental protection strategies utilized at the landfill are protective of both human and environmental health, and currently performs this work for multiple WM facilities throughout the region.
